Issues with exe files not being up-to-date?
It seems that when ZIP archive files are extracted using Windows Explorer all extracted files are given new modified dates, which causes issues for model validation.

There are two ways to work around this problem:
1) Use 3rd party program to extract files that preserves modified date on extracted files (eg. 7-zip https://www.7-zip.org/)

2) Unblock the ZIP file in Windows Explorer before extracting the files:
a. Right click on ZIP file
b. Click Properties from the context menu
c. Select General tab
d. Tick the “Unblock” check box at the bottom next to the “Security:” label
e. Click OK
